Lead Testing for Rental Certificates

City of Philadelphia Requirements

Starting in October 1st 2020, the City of Philadelphia required all rental properties to be certified as either Lead Free or Lead Safe. This requirement is for everywhere in Philadelphia and is required for all rentals built prior to 1978.

Only a licensed and certified lead professional can issue these certificates. Once received, the landlord needs to submit the certification to the City’s Lead Certification Submission System.

There are two types of certificates

Lead Free – which requires an XRF inspection of all painted surfaces. If no lead is found we can issue a Lead-Free certificate for the property and the certificate would be valid forever
Lead Safe – which does not require the actual testing of the painted surfaces. Just a visual inspection to make sure all paint is intact and lead dust wipe sampling. If everything passes, we can issue a lead safe certificate which is valid for 4 years.
